Bunny face and hand dryer

I saw this when drying my hands.

Who dries bunnies under a hand dryer? Why would you want to? Do people do that?
Is it a hobbo's way of washing their pet rabbit (how could they afford a pet rabbit?)?

Actually I can see a mother taking her kids to a public toilet, the kids bunny teddy is dirty so she washes it under the tap and thinks "I need to dry this, oh it's a bunny face and hand dryer, I can use that!"

I can see health and safety implications happening here.
